Tottenham Hotspur have a busy summer transfer window ahead of them with Thomas Frank at the helm, as the bold decision to replace Europa League-winning manager Ange Postecoglou with the former Brentford coach needs to be backed by serious investment in the squad and a new vision to bring Spurs to the top of the Premier League.
It's time for Tottenham and Daniel Levy to show real ambition, because merely being linked to top Premier League transfer targets like Eberechi Eze and Bryan Mbuemo isn't good enough anymore. Spurs supporters want to see their club actually sign those guys.
But Tottenham can't just be rebuilt with big names alone. Spurs will need Frank and the scouting team to come up with undervalued solutions on the market, and, to that end, a highly interesting name has been linked to Spurs.
According to a report from Edu Burgos of Diario AS, who is very plugged in with South American coverage, Tottenham are big fans of Palmeiras midfielder Richard Rios. Spurs aren't the only Premier League team who are high on Rios, though, as Burgos also reports that Crystal Palace and Newcastle are interested in him, too.

Although Palmeiras reportedly don't feel any pressure to sell, their asking price for the 25-year-old isn't exactly high. Per Burgos, Tottenham could sign Rios for as little a 15 million pounds, making him a very cheap midfield acquisition with high upside.
Rios made a name for himself on the international stage last year in Copa America as one of the big breakout stars of the tournament, playing a crucial role in a James Rodriguez-led bid to the Final, where they were eventually beaten by Spurs stars Giovani Lo Celso and Cristian Romero for Argentina.
It's seems like everyone has forgotten about Rios, who had a number of high-profile suitors among midfield-needy teams last summer, such as AC Milan. Palmeiras held onto Rios, but, now, the young midfielder could be ready for a new change.
Tottenham need a deep-lying midfielder like Rios, and after a brilliant showing on the international stage in Copa America with a jaw-dropping three dribbles completed per game to show his class as a progressor, Rios could be an intriguing backup option for Tottenham. Now, Spurs need to go after more proven and higher-upside options like Adam Wharton in the middle of the park, but Rios could be a strong supplemental signing.
