Gallagher, who has been linked with a potential move to Tottenham in recent transfer windows, is valued by manager Ange Postecoglou as a potential midfield upgrade.
However, with the midfielder entering the final year of his contract at Chelsea and no new deal in sight, Spurs were believed to be in a favorable position to secure his signature, as reported by Football Insider.
Chelsea, facing pressure to adhere to profitability and sustainability rules, is evaluating options to generate revenue, including selling academy players to bolster their financial position.
Gallagher is among the players potentially on the chopping block, with the club aiming to finalize sales before the June 30 deadline to improve their financial figures and enable new signings in the summer, under the stewardship of new boss Enzo Maresca.

His impressive performances and leadership on the field highlight his value to the club, making him a prized asset.
